Here, two major issues are brought out. First, that the case study allows the individual to study a particular phenomenon in situ. Secondly, that case study research involves the researcher using a range of data (often acquired by different methods of investigation). However, two further issues are also implicit. First, that the case study does not rest merely upon a single method of investigation. Secondly, that a case study in terms of a research strategy, can be differentiated from the other major methods of investigation (de Vaus, 1986).
M a n y of the studies that have e x a m i n e d these trends and developments have been conducted at the level o f a country, and focus on the policy process (Burgess, 1994b). However, if we are to understand the micro-processes associated with these phenomenon, it becomes essential to focus on the institutional level.
