The latter concept is the more complex, since the noun khshathra can mean not only dominion but, secondarily, the place where dominion is exerted, realm, kingdom. Vedic k atra has the same range of meanings, and in both languages the word is used for the kingdom of the gods on high. As ethical divinity, Khshathra embodies the power of spenta authority, which almost all can exert in one way or another (Lommel 1959 apud Schlerath: 257–8).
