L' ALLEMAGNE, qui pouvait suffire elle-m~me a ses besoins, il y a quelques annees encore, voit se renverser sa position si favorable. En 1975, ses importations nettes d'energie s'eleveront a 70 millions. de tonnes d'equivalent-charbon, alors qu'en 1955 elles n'atteignaient pas 5 millions. En bALlE, les importations passeront de 28 millions de tonnes en 1955 a 74 millions en 1975, ce qui representera 67% de la consommation totale. Quant a la FRANCE, chacun sait les difficultes qu' elle eprouve a se procurer des devises qui proviennent en grande partie du volume de ses achats d' energie a l' etranger; celles-ci portaient en 1955 sur un total de 42 millions de tonnes d'equivalent-charbon et porteront en 1975 sur un total de 82 millions, soit 41 % de la consommation.

La lourde Uche qui leur incombe exige qu'ils s'unissent etroitement, tout en souhaitant que d'autres pays viennent s'associer a leur effort. II s'agit, en effet, de travailler par-dela les structures nationales a liberer l'EUROPE des sujetions qui pesent actuellement sur elle et dont l'aggravation serait si prejudiciable. L'oeuvre a entreprendre est considerable - comme celIe a quoi vise Ie Marche commun - et se heurtera sans doute a bien des difficultes. On ne saurait cependant eluder la necessite de traiter les grands problemes de notre epoque a l'echelle des temps actuels.
