I often end up taking a straight photograph and using Photoshop to apply the special effects. In that mode, the back of the camera is parallel to the plane of our subject, so all elements of the subject, top to bottom, and side to side, are roughly the same distance from the film or digital sensor. Your problems begin when you tilt the camera up or down to photograph, say, a tree, tall building, or monument.
Remove Motion Blur looks for directional blur, caused by camera or subject movement in a specific direction. When you select this option, you can choose the angle of motion (say, horizontally for a running subject or vertically if the blur is caused by up-and-down camera shake). The Smart Sharpen filter’s More Accurate checkbox tells Photoshop to take its good old time processing the image, sacrificing speed for more precise blur removal.
